The Challenge

HPD operates micro-hydro plants and last-mile distribution lines across remote mountain districts. Linemen and inspection crews work in low-connectivity terrain with significant safety exposure. Critical information — weather alerts, dispatch changes, safety notices — moved through ad-hoc phone calls and chat groups, with no record of who actually received it.

The Field Reality

Crews are often hours from a depot, on foot or motorbike, in valleys with intermittent cellular coverage. Devices are shared, batteries are precious, and language preferences vary between Nepali and English. Any platform had to assume the network would fail — and recover gracefully when it returned.

The network is treated as optional, not required.

Every action — a check-in, an incident report, an alert acknowledgement — is captured locally first, then synchronised when conditions allow. Crews always know whether they're operating online, offline or in a degraded state.
